1. Types of Taiwan Government Scholarships

There are two types of scholarships offered under the Taiwan Scholarship Program.

These two scholarships include:

 

1.1. MOFA Taiwan Scholarship

The Ministry of Foreign Affairs (MOFA) offers these scholarships to international students willing to undertake studies in Taiwan.
The scholarship is granted mainly to students from countries that have diplomatic ties with Taiwan.
However, there could be exceptions for students with high academic records.

The program holds two types of courses.

1. It is offered to students taking a pre-degree Mandarin Language Enrichment Program (LEP) for a maximum of one year. 

(Remember that, The teaching institution must be accredited by the Ministry of Education.)

2. The scholarship is also offered to students applying for any degree program.
(Excluding the in-service programs)

The award duration for an LEP is a maximum of one year. It extends to four years for an undergraduate program, two years for a Master’s program, and four years for a doctoral program.

1.2. MOE Taiwan Scholarships

The Ministry of Education of Taiwan (MOE) provides numerous scholarships to international students to enable them to study in Taiwan. The scholarship duration varies from program to program. 

It holds for a maximum of four years for an undergraduate or doctorate program while lasts for two years for a Master’s course. 

The awardees have the option to reapply for the scholarship scheme after the completion of their course.

2. Benefits of Taiwan Government Scholarships

  • The applicant should be an international student who not holds or maintains “Student status” in a Taiwanese university
  • Must not have studied a degree at the same level in Taiwan that the student is applying for
  • Excellent academic record to be considered for the scholarship
  • Must not be an exchange student who has been enrolled in a Taiwanese institution through an exchange program between a Taiwanese university and a foreign institution through a cooperative agreement

4.1. Application form

Students should fill, sign & print out the MOE application form here and the application form for MOFA is here.

These application forms contain personal details,
the name of the department in your chosen universities where you plan to study,

& your study plan for Taiwan ( for example if you are applying for Master, So you have to write a 2 years study plan)

.2. Academic documents

This includes all your certificates & academic record like

A: Bachelor’s transcript & certificate

B: Master’s transcript & certificate (if the student is applying for 2nd Master or fellowship)

C: Metric & FSC transcripts (10-12th Grade) (A level) (DMCs) and certificates (Supporting academic documents)

D: Course summary (to explain your courses & how your previous courses & studies resemble your future studies to which you are applying)

NOTE:

All of the above documents should be attested by respective boards.

Also, attest them from issuing authority of home countries. The respective university must attest university documents.

In the case of Pakistan, The above-mentioned documents must be attested by IBCC, HEC, and MOFA (Ministry of Foreign Affairs).

IBCC authority is only responsible for the attestation of metric and inter documents.

Dear offices are present in Peshawar, Karachi, Lahore, Islamabad, and also in other cities of Pakistan.

HEC office attests to bachelor’s, master’s, and Ph.D. documents.

.3. Valid passport, Birth certificate & NIC

A photocopy of your passport, birth certificate, or national ID card is also important to attach.

.4. English Proficiency proof (IELTS/TOEFL) for Taiwan scholarship

Most of the international courses in Taiwan universities are taught in the English language so it is important for the board to assess whether the applicant can understand and perform up to the required standards. 

The students can provide documents that certify that they studied in a program that was specifically taught in the English language.

The other way for students to prove their English Language Proficiency is by submitting an English Language Proficiency Test result. 

The tests accepted include IELTS, TOEFL, TOEIC, etc. The candidates will have to meet the minimum standards set to meet the requirements for the scholarship.

TOEFL iBT

A minimum score of 71 is required to be considered for admission

IELTS

A minimum band of 5.5 is required to be considered for admission

TOEIC

A minimum score of 750 is required to be considered for admission

GEPT

High-Intermediate performance is required to be considered for admission

In case you cannot prove your English Language Proficiency in any of the ways stated above, you will be subjected to assessment by ROC through an interview or a test. 

The students whose national language is English will not be required to prove their English Language Proficiency.
However, the condition is that you must prove that it is your national language.

 

 

4.5. Recommendation letters / Letters of References

The applicants must provide 2-3 letters of recommendation from the previous university, (Depending upon courses).

It is advised to provide a letter of recommendation from the HOD (Head of the department or Relevant course head) who should be a PhD.

The referees need to write their contact details (Email, phone number) at the end of the letter.

The letter must include an official letterhead, signature, and official stamp and must be of the current date.

Ask your Referees to write about your academic achievements & discuss their confidence in you that you are fully compatible with the project or course you wish to pursue.

The referees must also mention how long they know the applicant & when was the last time they came in contact with the applicant.

4.6. University admission letter

University admission letter isn’t compulsory at the time of submitting the form for Taiwan government scholarships but later send them through email.

If you already got your admission letter, attach it with your scholarship application form.

4.7. Hope certificate (If applicable)  


If the final transcript isn’t ready then students can apply with a Hope certificate from their university.

However, they must be graduated before their arrival in Taiwan.

In simple words, It is a certificate based on the previous semester’s performance, that indicates that the candidate will pass the final exams with excellent results.

 

 

4.8. Research Plan / Proposal (Optional)

Research publications/ Achievements (conference papers, article review, abstract of thesis)

The research proposal is mostly required for postdocs or Ph.D. students. (Depend upon the courses)

It asks you to write about the research project you agree upon completing with the assigned academic advisor.

Your research proposal should be a brief description of your research goals and objectives, the methods with which you wish to process that research, the outcomes you desire, the timeline and budget you have estimated, and the area of study you wish upon exploring.

Technically SOP or LOM are the same things.

It’s a Short biography to tell the panelist about yourself:

Letter of motivation or SOP could be a tricky part while selecting your course in Taiwan universities.

In this letter, you are asked to write about your personal and professional reasons why are you applying for a course & scholarship.

The maximum length of this letter is three pages, But it is advised to make it short & concise to one page.

4.9.2.  Body:

In the first paragraph of the body, try to tell about your relevant academic & experienced background to the course.

In the 2nd paragraph be more precise & focus on the specific achievement related to the scholarship & course.

In the 3rd paragraph expand on what you are currently doing & the interesting things you look forward to.

7. Selection Process for Taiwan Government Scholarships

The selection for the Taiwan Government Scholarships for international students is made through a well-defined process. 

The first step is for the Taiwan Representative Offices to convert the academic performance of the applicants according to the conversion criteria set by the program.
The students must have a minimum of 3.0 GPA for undergraduate and 3.5 GPA for postgraduate studies. 

The Taiwan Representative Offices then conduct video interviews with these applicants to know more about their goals and ambitions. The representative offices use these two steps to select the awardees. 

The chosen applicants and the universities/colleges that they will be placed in are notified by 31st May. By June 30th, these applicants must submit their letter of admission. 

The Taiwan Representative Offices produce the list of scholarship holders by July 31st. The scholarship certificates are given to the awardees by this date.

The deadline for the Taiwan Government Scholarships is set for March 31st each year.
The applications are open on February 1st. However, these dates may vary from country to country.

9. FAQs,s about Taiwan Government scholarships

 

 

Q. Can I apply for the Taiwan Government Scholarship for international students after completing my Bachelor’s or Master’s course with the scholarship? 

Ans. Yes, you can apply for the Taiwan Government Scholarship after the completion of your Bachelor’s or Master’s program.
This is because the maximum duration for a Bachelor’s degree is four years and two years for a Master’s degree.
With the maximum scholarship duration for an individual being five years, it means that you can reapply after completing your course. 

 

 

Q. Can the scholarship be revoked between a program? 

Ans. It is not probable for the scholarship to be revoked during a degree program. However, it may happen in the two following cases:

  • Completion of the five-year duration of the scholarship
  • Bad disciplinary record or unavoidable circumstances being taken up

 

Q. How is it determined how much I will get toward my tuition fees from the program since it can go up to NT$40,000 per semester? 

Ans. This is entirely dependent on the university that you are studying in and the board.
If the tuition fee of the university is less than that amount, you will automatically be given less.

The final decision is taken by the scholarship board which cannot be accurately deciphered by anybody. 

 

 

Q. Can I apply to more than one university if I want to get the Taiwan Government Scholarship? 

Ans. Yes, you can apply to more than one university if you want to apply for the scholarship.
However, you will only be considered for the university for which you submit the letter of admission if any.
It is also mandatory for the university to be offering Taiwan Government Scholarships.

 

 

Q. Can the Embassy require any additional documents? 

Ans. Yes, it is up to the embassy for them to require any additional documents. It cannot be surely remarked whether they would or would not require additional documents.
Since they are responsible for application processing, they might require additional documents from some candidates about whom they want to know more. 

 

 

Q. Can I apply through the university for the Taiwan Government Scholarships? 

Ans. No, you cannot apply through the university for this scholarship program. It is an independent offering by the Ministry of Education (MOE) and the Ministry of Foreign Affairs (MOFA).
